Abstract
The Wastes Act is composed of the following Sections: General provisions (sect. 1); Rule of waste management (sect. 2); Waste management plans (sect. 3); Competences of local government relating to management of urban wastes (set. 3a); Duties of waste owners and waste carriers (sect. 4); Detailed requirements of management of certain types of wastes (sect. 5); Thermal processing of wastes (sect. 6); Waste storage (sect. 7); Penal provisions (sec. 9); Penalties (sect. 9a); Final provision (sect. 10). This Act establishes the principles governing waste management in order to ensure the protection of human health and the environment, in compliance with the rule of sustainable development, and in particular, principles of waste prevention and limitation of the amount of wastes and their negative impact on the environment, and recycling or disposal of wastes. These provisions apply also to ground or rocks if they are removed or transported due to investments or exploitation of mines.
