Governmental Ordinance No.1947-r of 2003 regarding validation for the period of 2004 of total allowable catch (harvest) of aquatic biodiversity for industrial purposes in inland waters, territorial sea, continental shelf and EEZ of the Russian Federation in the Baltic sea, the Black sea, as well as in the Sea of Azov and in the Caspian sea and in the lower reaches of rivers flowing into seas (coastal fisheries), distributed among Russian regions which territories adjoin coastal zone.

The Government orders to validate for the period of 2004 total allowable catch (harvest) of aquatic biodiversity for industrial purposes in inland waters, territorial sea, continental shelf and EEZ of the Russian Federation in the Baltic sea, the Black sea, as well as in the Sea of Azov and in the Caspian sea and in the lower reaches of rivers flowing into seas (coastal fisheries), distributed among Russian regions which territories adjoin coastal zone in accordance with the Annex 1; total allowable catch (harvest) of aquatic biodiversity for industrial purposes in continental shelf and EEZ of the Russian Federation (except for the Baltic sea and the Black sea) and in the fishing areas regulated by the joint Russian-Norwegian Fisheries Commission in accordance with the Annex 2; total allowable catch (harvest) of aquatic biodiversity for research, educational and cultural and instructive purposes in accordance with the Annex 3.
