Methodical Instructions regarding elaboration of maximum limits of hazardous impact on surface water reservoirs.

The elaboration of norms of hazardous impact of economic and other activity on surface water bodies and is aimed at the prevention of their pollution, choking up and exhaustion, protection of public health, as well as the liquidation of the consequences of hazardous impact on water bodies and their ecosystem. Methodical Instructions are destined for the use by regional executive bodies, the Ministry of Natural Resources, the State Committee for Environmental Protection, the Federal Fisheries Committee, the Federal Service for Hydrometeorology and Environmental Monitoring, the Ministry of Public Health and its territorial branches, the Ministry of Science and Technologies, the Russian Academy of Sciences and its subordinate organizations, water users and production organizations. Methodical Instructions determine the general principles of elaboration of norms of maximum limits of hazardous impact of economic and other activities on surface water bodies and maximum mass of hazardous substances that can be dumped into water body and its water collection surface. Norms of maximum limits of hazardous impact on surface water reservoirs is used for each type of impact of economic and other types of activity on water body proceeding from its purposeful use. Methodical Instructions establish general requirements for the procedure of elaboration and validation of norms of maximum limits of hazardous impact on surface water bodies, composition of materials used for their elaboration (state of water bodies, types of economic and other activities and maximum limits of hazardous impact on them; calculation of maximum anthropogenic load on water bodies.
