Abstract
This Regulation sets forth the administrative boundaries of harbors, harbour reach, anchorage areas. It also sets out the principles and procedures to be followed by marine vessels when cruising, berthing, mooring near coastal facilities and when leaving the harbour. The Regulation lays down provisions to ensure the safety of navigation, security of life and property and to ensure environmental safety inside the borders of administrative harbour reach. The rules and procedures of pilotage, tugging as well as the duties and responsibilities of port authorities are also covered by the provisions of this Regulation. The coordinates of the sea areas where fishing activities will be carried out during the fishing season are specified in this Regulation. However, these activities may be temporarily stopped by the regional port authority if deemed necessary. Article 21 lists the prohibited activities, such as: prohibiting ships and marine vehicles, other than those used in the service of aquaculture facilities and fish cages, to approach aquaculture facilities and fish cages more than two hundred meters.
