Notification on the import inspection over chemicals kept under control for the protection of the environment (Product Safety and Inspection: 2025/6).

This Notification sets out the procedures and principles regarding the compliance control of the substances, mixtures and goods listed in Annexes 1/A, 1/B, 1/C, 2, 3/A and 3/B, in terms of environmental protection during their imports under the Free Circulation Regime, Inward Processing Regime, Processing Under Customs Control Regime and Temporary Importation Regime. It lays down rules regarding the import of ozone depleting substances and fluorinated greenhouse gases of which are prohibited or subject to control; the import permit obtained from the Ministry of Environment, Urbanization and Climate Change; and conformity control and documentation for import, such as Ozone-Depleting Substance Tracking System (OTIM) control certificate and hydrofluorocarbon control certificate. Annex-1 sets out the list of ozone-depleting substances, and Annex-2 sets out the list of hydrofluorocarbons and mixtures containing hydrofluorocarbons, which are kept under control for the protection of the environment.
