Notification on import inspection over chemicals kept under control for the protection of the environment (Product Safety and Inspection: 2026/6).

This Notification establishes the procedures and principles governing the conformity control, for environmental protection purposes, of the substances, mixtures, and goods listed in Annexes 1/A, 1/B, 1/C, 2, 3/A, and 3/B when imported under the Free Circulation Regime, Inward Processing Regime, Processing under Customs Control Regime, and Temporary Importation Regime. Annex-1 identifies the ozone-depleting substances, while Annex-2 specifies the hydrofluorocarbons and mixtures containing hydrofluorocarbons that are subject to regulatory control for the purpose of environmental protection.
The Notification further regulates the importation of ozone-depleting substances and fluorinated greenhouse gases that are either prohibited or subject to control measures. It sets out the requirements relating to the import permits issued by the Ministry of Environment, Urbanization and Climate Change, as well as the conformity assessment and documentary obligations applicable to imports, including the Ozone-Depleting Substances Tracking System (OTIM) Control Certificate and the Hydrofluorocarbon Control Certificate.
