Abstract
This law establishes the legal framework for ensuring the quality of planting and propagating material in Albania, aiming to support agricultural production, protect the environment, and safeguard consumers. It regulates the production, preparation for marketing, trade, and import of seeds and other propagating materials for agricultural, ornamental, and forest plants. The law sets out obligations for producers and suppliers, requirements for marketing standards, and procedures for registering plant varieties in the National Catalogue. It also introduces rules for certification, labeling, and inspection to guarantee varietal purity, health status, and compliance with national and international standards.
Additionally, the law defines the roles of public authorities, including the State Entity for Seeds and Seedlings (ESHFF) and the National Food Authority, in overseeing certification, testing, and enforcement. It provides mechanisms for data exchange, public service activities, and cooperation with international organizations. The legislation includes provisions for import controls, special authorizations, and penalties for non-compliance, ensuring traceability and quality control throughout the supply chain.
