Abstract
This Act lays down the scientific, practical and institutional measures in the field of prevention of animal diseases (cattle, birds, fish, bees, wild animals, etc.), production of animal products fit and safe for human consumption, as well as the protection of the population from diseases common to animals and humans. It consists 9 chapters and 44 articles. It sets forth the basic principles and procedures regarding the structure of the Veterinary Service of the Republic of Azerbaijan, the authorities and responsibilities of the institution and its staff. Furthermore, it sets forth cooperation between the Veterinary Service and other public institutions and the authorities and responsibilities of municipalities in the veterinary field. The Law also establishes emergency intervention committees in cases of epizootics. It also provides for the rules and procedures for the protection against infectious and exotic animal diseases passing through other countries, measures to be taken in case of epidemiological diseases and for the protection of public health from diseases that are common to animals and humans. The Act further sets out provisions regarding state control over feed, feed additives and veterinary drugs as well as setting forth procedures of the veterinary controls during transport, storage, processing and trade of live animals and/or animal products. The Act also regulates private veterinaries and their responsibilities.
Veterinary Services shall carry out veterinary-sanitary inspection on animal products and raw materials intended for human consumption and feeding animals, and on processing in slaughterhouses in accordance with the legislation. Exports of meat, dairy and other animal products for human consumption are allowed only if the state veterinary authority of the exporting country confirms that these products are suitable for human consumption and issues certification in accordance with the standards of international veterinary regulations.
