Abstract
The Veterinary Law of the Federation of BiH regulates the overall protection of animal health; general veterinary and sanitary-hygiene and health terms (including provisions on animal feed/feed additives, animal waste, vaccination, animal killing/slaughter, animal drugs, residues); rules and issues for the purpose of prevention of risks in animal related trade (import and export) and production; veterinary animal welfare; organization and enforcement of veterinary activities. This Law further sets out rules and terms regarding possible fees and related costs, supervision over the effective enforcement of prescribed rules, penalties and other issues of importance for the organization and functioning of veterinary medicine on the territory of the Federation of Bosnia and Herzegovina.
The text is structured in nine Chapters: I - Basic provisions; II - Animal health protection; III - Veterinary health prevention traffic and production; IV - Veterinary protection of animal welfare; V - Organization and implementation of the veterinary activities; VI - Fees and costs; VII - Supervision over the implementation of this Law; VIII - Penalty provisions; IX - Transitional and final provisions.
Veterinary medicine in the sense of this Law is health protection of animals in general, control of zoonoses, provision of healthy and harmless products of animal origin, and other related veterinary public health affairs. The aim of these measures is to achieve improvement in reproduction and production of animals as well as veterinary protection linked to environment. Veterinary related tasks may be performed by physical and legal entities under the conditions and in the manner also prescribed by this Law. Administrative tasks in the field of veterinary medicine are performed by the Federal ministry of agriculture, water management and forestry, and by cantonal ministries responsible for veterinary affairs. Inspection of animals and products of animal origin includes: veterinary-health examination, control and supervision, which are carried out on animals, products of animal origin, animal semen, fertilized ova, facilities, equipment and gear for the protection of human and animal health, veterinary protection of animal welfare, also for the purpose of determination of animal health and safety of deriving products of animal origin (including milk sector), which may be carriers of different infectious diseases dangerous for humans and animals.
