Abstract
This Law, consisting of 95 articles divided into five Chapters, defines the principles and objectives, actions and instruments of State Policy for Agricultural Development. It establishes institutional competencies and provides resources for the development of agricultural activity in the State. The objectives of this State Policy are: define and control actions and instruments to meet the needs of the agricultural sector, with a view to ensuring an increase in agricultural production, domestic supply, especially food, price and market stability, reduction of regional and income disparities and improvement of the living conditions of the rural family; promote cooperative initiatives of producers and rural workers; improve performance of socio-economic functions of agriculture; protect the environment, ensuring the rational use of natural resources and stimulate the recovery of degraded ecosystems; promote the creation of strategic stocks and standards, to establish better conditions for product marketing, supply and exports; provide institutional support to rural producers, prioritizing small producers, as well as the beneficiaries of agrarian reform programmes; promote the integration of agricultural programmes, providing rural families with infrastructures and services of health, education, sanitation, security, transportation, etc.; stimulate the process of agro-industrialization, including the manufacturing and other phases of the production chain; promote development of public and private agricultural technologies; ensure the regularity of the food supply, through a growing and sustained supply of basic products.
