Decree No. 907 of the Council of Ministers implementing Forest Code (Law No. 332-Z).

This Decree validates a series of Regulations and regulatory documents related to forest management. Regulation on the procedure for forest management, development and approval of forest management project, amendments and addenda thereto regulates inventory of forest fund, determination of forest management activities aimed at protection and reproduction of forests, rational (sustainable use) of forest resources, preservation and strengthening of environment-forming, water-protective, protective, sanitary-hygienic, recreational and other functions of forests, the implementation of a unified scientific-technical policy in forestry. Objects of forest management shall be plots of forest fund allotted for forest management to legal entities performing forestry activities. Regulation on the procedure for holding forest auctions establishes the procedure for organizing and conducting forest auctions for the right to implement forest management in the forest fund by legal entities persons or individual entrepreneurs. Auctions shall be held if the right to exercise the same type of forest management on the same forest plot of the forest fund is claimed by two or more legal entities and (or) individual entrepreneurs. The object of auction shall be the right to perform the following forest uses: (a) collection of soft resin; (b) procurement of non-timber forest products; and (c) secondary forest management. Regulation on the procedure for forest monitoring and data management related thereto establishes the modalities of forest monitoring as an integral part of the National environmental monitoring as a system of regular observations over the state of forests, assessment thereof and forecast of the changes in the state of forests. Object of forest monitoring shall be national forest fund. Regulation of the procedure for keeping state forest cadastre and data management related thereto establishes the modalities of data collection and provision of obtained forest registration data to state bodies, legal entities performing forest management, forest users and other users concerned with information for decision-making in the sphere of forest management, protection, conservation and reproduction of forests. Object of forest collection, dissemination and registration of data shall be forest plots allotted for forest management. Instruction on the procedure for recording, storing, filling, issuance and cancellation of logging permit, authorization and forest management permit establishes the modalities of the aforesaid actions by legal entities performing forest management. Annex 1 contains the form of logging permit. Annex 2 contains the form of logging authorization. Annex 3 contains the form of forest management authorization. Annex 4 contains the form of forest plot lease contract. Annex 5 contains the form of map-scheme of the boundaries of a plot of forest fund allotted on lease. Annex 6 contains the list of mature age of different forest species subject to timber extraction.
