Abstract
The Act provides the measures for achieving the national target of energy efficiency of Estonia. It sets out the requirements for improving energy efficiency and designates the obligated parties in the public as well as private sector. More specifically, it lays down rules for national energy efficiency target and strategies in the sector; national measures to achieve energy savings, improving efficiency in energy generation and energy supply; requirements for measuring energy consumption and for provision of information in order to improve final customers energy efficiency; general energy efficiency obligations; obligation of major energy utilities to provide information; energy audits and energy management systems; government actions in promoting energy efficiency and developing energy services; and state supervision in the sector.

Sections 18, 27 and 28 of the Act enter into force on 1 October 2016; sections 6, 7(1), 8(2), 10 13, 16(2) and 40(1 3) enter into force on 1 January 2017; section 32(3), subsection 13 enters into force on 1 July 2023.
