Abstract
This Act establishes the legal framework and measures to fulfill the national energy efficiency targets of Estonia. It sets forth requirements for energy efficiency and outlines the obligations imposed upon entities across both the public and private sectors. The text governs strategic national action plans, building renovation strategies, energy procurement procedures, and cogeneration parameters.
The statutory provisions detail the criteria for calculating energy savings, demand management practices, and the rules for implementing energy efficiency obligations. The text covers energy auditing processes, the introduction of energy management systems within undertakings, and the administrative mechanisms governing guarantees of origin for fuel and energy. It also establishes documentation rules for non-grid energy supply chains.
Additionally, the legislation delineates state actions related to market development, consumer information access, and qualification schemes within the sector. It defines the mandates of the public authorities responsible for information collection and reporting. Finally, the framework institutes procedures for regulatory enforcement, institutional oversight, and state supervision to monitor compliance with the targets.

Entry into force notes
Sections 18, 27 and 28 of the Act enter into force on 1 October 2016; sections 6, 7(1), 8(2), 10–13, 16(2) and 40(1–3) enter into force on 1 January 2017; section 32(3), subsection 13 enters into force on 1 July 2023. The current consolidated version enters into force on 28 March 2026.
