Abstract
This Act consists of 6 sections: general provisions; general protection of natural resources; declaration of protected areas; flora and fauna; planning and organization of nature protection; ownership and economic aspects of nature protection; administrative procedures; offences and penalties. This Act must be applied to all the natural values and areas, landscapes, all the activities related to them, and to duties of nature protection arising from international agreements and cooperations. The Act No. LIII of 1995 the on general rules of environmental protection mustt apply to issues not rugulated by this Act.
The intention of this Act is to protect, disseminate information on and promote the sustainable use of natural resources, protected areas, landscapes and biodiversity resources. It also aims to satisfy the social need for a healthy environment, to preserve traditional ways of life, and to further develop results achieved so far. A National Nature Conservation Master Plan shall be prepared, being part of the National Environmental Protection Programme provided for in Article 40 of Act No. LIII of 1995 on the general rules of environmental protection (Rec. No. 6567). Responsible nature protection authorities are the Minister, county-level organs, local governments and their organs. A Nature Conservation Guard Service is established at the county level. The Minister shall operate a uniform information system which complies with international standards.
