Abstract
This Act consists of 43 articles divided into 7 Chapters and 2 Annexes. Chapter II concerns the preservation of the marine and coastal environment from pollution. Chapter III is devoted to interventions in case of incidents involving substances that may create a hazard to the marine environment. The Act deals further with penalties in case of discharge into the sea of noxious substances listed in Annex 1. Chapter V concerns the establishment of marine reserves by decree of the Ministry of the Merchant Marine upon proposal of the Advisory Committee for the protection of the sea against pollution. The areas to be protected shall be identified taking into account scientific and economic aspects, the impact on the exploitation of the sea and the maritime domain and the implementation of measures aimed at the protection and enhancement of the marine environment. Articles 27-32 make provision for the management of such reserves and contain a list of 20 protected areas throughout the national territory. Chapter VI concerns the establishment of central and local bodies under the Ministry of the Merchant Marine.
