Management of Genetically Modified Organisms Act.

This Act provides for the management of genetically modified organisms (GMOs) and determines measures for preventing and reducing possible adverse environmental effects.
This Act consists of 9 Chapters divided into 65 articles: General provisions (I); Contained use (II); Deliberate release of GMOs into the environment (III); Placing a product on the market (IV); Import and Export of GMOs and products (V); GMO register (VI); Supervision (VII); Penalty provisions (VIII); Transitional and final provisions (IX).
The government shall set up a commission for GMO management to monitor conditions and developments in that area (arts. 5 to 7). Scientific committees shall be established in order to provide assistance to ministries responsible for GMO management (arts. 8 to 10). Contained use of GMOs shall be classified into 4 classes as provided for in articles 4 and 20 to 22. Work for obtaining genetically modified vertebrates shall be carried out only for research purposes (art. 23). A permit shall be obtained from the ministry for the deliberate release of GMOs into the environment. An emergency plan shall be prepared in case an anticipated release of GMOs occurs. When placing a product on the market for the first time a permit shall be obtained from the ministry (Chapter IV). The GMO register shall consist of records of receipts and permits issued for premises, contained use, deliberate release of GMOs into the environment and for placing GMO products on the market.
