Abstract
This Act, consisting of 194 sections divided into nine Parts and completed by one Schedule, aims to provide effective biosecurity and agriculture management for the State by providing the means to control the entry, establishment, spread and impact of organisms that have or may have an adverse effect on other organisms, human beings, the environment or part of the environment, or agricultural activities, fishing or pearling activities carried on in the State; to control the use of agricultural and veterinary chemicals; to establish standards to ensure the safety and quality of agricultural products; and to raise funds for biosecurity-related purposes.
The Act further provides for: powers of the Minister to declare prohibited organisms to be declared pests for an area; establishment of a Biosecurity Council to advise the Minister on any matter related to biosecurity; powers of inspectors; legal proceedings; establishment of a Declared Pest Account, a Modified Penalties Revenue Account and accounts for industry funding schemes; establishment of the Western Australian Agriculture Authority; etc.
