Abstract
These Regulations make provision related to the bringing into operation of the waste management licensing system under Part II of the Waste and Contaminated Land (Northern Ireland) Order 1997 and for the purpose of implementing certain Community legislation relating to waste.
The Regulations prescribe in Schedule 1 the technical competence required for a person for purposes of the 1997 Regulations in relation to a facility of a type listed in Table 1. The Regulations also provide for appeal with the Planning Appeals Commission against decisions and determinations made pursuant to these Regulations. The Department of the Environment shall maintain a register of waste management licences.
In addition, the Regulations, among other things, concern the method of dealing with applications for licences in respect of waste activities which could lead to the discharge into groundwater of the substances in lists I and II of Council Directive 80/68/EEC on the protection of groundwater against pollution caused by certain dangerous substances and provide for registration of waste brokers and dealers.

These Regulations revoke the Waste Collection and Disposal (Amendment) Regulations (Northern Ireland) 1997 and the remaining extant provisions of the Waste Collection and Disposal Regulations (Northern Ireland) 1992.These Regulations also amend: (a) the Deposits in the Sea (Exemptions) Order (Northern Ireland) 1995; (b) the Special Waste Regulations (Northern Ireland) 1998; and (c) the Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations (Northern Ireland) 1999.
