Abstract
The aim of air protection is to achieve and maintain air quality that does not have a significant negative impact on human health and is not a risk to the environment and ecosystems. This Act regulates: (a) monitoring and assessment of air quality and the impact of air pollution on ecosystems; (b) informing the public about air quality, the impact of air pollution on public health and ecosystems; (c) permissible level of air pollution and means for air quality management; (d) national obligations to reduce emissions of certain pollutants introduced into the air and requirements for the development of a national program for reducing emissions; (e) permissible level of air pollution, monitoring and proving compliance with it, means for reducing emissions from stationary sources of air pollution and determining their amount; (f) requirements for the quality of fuels and regulated products; (g) rights and obligations of persons regarding air protection; (h) competence of the bodies of the state administration regarding air protection; (i) state supervision, administrative offenses and offenses in the field of air protection; (j) activities to support the performance of the state air protection administration requiring professional competence in air protection; (k) information systems on stationary sources of air pollution and their emissions.
The present Act is composed of the following Sections: Basic provisions (Sec. 1); Air quality and impact of air pollution on ecosystems (Sec. 2); National obligations to reduce emmissions (Sec. 3); Stationary sources and permissible level of air pollution (Sec. 4); Binding opinions of air protection authorities and permitting of stationary sources (Sec. 5); Prohibitions and obligations of legal persons and natural persons (Sec. 6); Requirements for the quality of fuels and regulated products (Sec. 7); Air protection authorities (Sec. 8); State administration in the field of supervision (Sec. 9); Offences and sanctions (Sec. 10); Activities to support the state administration (Sec. 11); Common, transitional and final provisions (Sec. 12).
