Abstract
This Regulation aims at harmonizing the conditions for the placing on the market and the use of feed, in order to ensure a high level of feed safety and thus a high level of protection of public health, as well as to provide adequate information for users and consumers and to strengthen the effective functioning of the internal market. These provisions apply to the marketing and use of feed for both food-producing and non food producing animals within the Community, including requirements for labelling, packaging and presentation.
This Regulation lays down provisions on the safety and marketing requirements; responsibilities and obligations of feed businesses; restriction and prohibition of materials set out in Annex III; placing on the market of specific types of feed; labelling, presentation and packaging; and the Community Catalogue of feed materials and Community Codes of good labelling practice.

Entry into force notes
This Regulation shall enter into force on the twentieth day following its publication in the Official Journal of the European Union and shall apply from 1 September 2010.
