Abstract
This Law sets the necessary organizational framework and observance provisions regarding the production, processing, control and certification of quality, marketing of seeds and propagating material, as well as testing, registration and additional protection of plant varieties (also for propagating materials, of both agricultural and horticultural plants).
This Law further establishes the competent “National inspection for the quality of seeds”, that is in charge of several related task. Some of those are: development and approval of methodology of training, attestation, registration of economic operators, professionally involved, regardless of the form of ownership, producing for the purpose of marketing, processing and marketing seeds of plant species, under the terms of this Law; supporting the development of local research for the creation of varieties of plant species of economic interest; various collaboration provisions; and setting the measures aimed to eliminate the potential for disturbance of the seed market, the preservation of plant genetic resources and the protection of the environment, human and animal health, in accordance with adopted Community provisions and procedures.
This Law is divide into VII Chapters as follows: General dispositions (I); Production, Control and Certification of Seed Quality (II); Processing and/or marketing of seeds (III); Seed market (IV); Testing, recording and protection of plant varieties (V); Penalties (VI); Transitional and final provisions (VII).
The Annex is also part of this publication (containing technical definitions and specific terms here used).
