Abstract
This Ministerial Regulation, consisting of 715 articles, in order to implement the provisions of article 60 of Presidential Regulation no. 92 of 2020 concerning the Ministry of Environment and Forestry, provides for increasing the efficiency and reorganising the functions, works and procedures of the Ministry of Environment and Forestry. The Regulation concerns: organisational positions, duties and functions, including: formulation and implementation of Policies in the field of forest area consolidation and sustainable environmental management, conservation of ecosystem and natural resources, increasing watershed river capacity, control of pollution and environmental damages, increasing the competitiveness of forest products’ industry, management of forest waste, hazardous and toxic waste, climate change control, forest fire prevention, forestry protection measures.
Further matters covered by the Regulation include: administrative affairs; financial activities; foreign and international cooperation; environmental impact analysis and prevention; environmental audits and risks analysis; formulation of and implementation of Policies in the field of administration and management of natural parks, nature tourism parks, national reserves, hunting parks, wildlife reserves, utilisation of environmental services, conservation of species and genetic resources; biodiversity protection; measures to ensure compliance with the provisions of the Convention on International Trade in Endangered Species of Wild Fauna and Wild Flora (CITES); watershed and river basins management; land rehabilitation measures; control and supervision of the aquatic ecosystem; formulation and implementation of Policies concerning forest plant seeding and seeding activities, afforestation and reforestation programmes, soil and water conservation techniques.
The Regulation further focuses on: measures for the rehabilitation of inland waters and mangroves; utilisation of timber and non-timber forest products; processing, marketing and distribution of forest products; water and air pollution control; damage to coastal and marine areas; formulation and implementation of Policies concerning water quality management and protection; land damage control; specific requirements and restrictions on wastewater disposal into the sea; measures for increasing waste reusing, waste reduction, recycling and circular economy; emergency response to deal with hazardous and toxic materials; implementation of measures and actions to reduce ozone depleting substances, and greenhouse gas emissions; climate change mitigation and adaptation measures.
