Abstract
This Decree-Law, structured in eight Chapters and ten Annexes, updates the phytosanitary system by regulating the diffusion, in the national territory, of organisms harmful for vegetables and for vegetable production. Moreover, the Decree-Law introduces in the national legal system the following European Community Directives: Directive No. 92/70/EEC, Directive No. 92/71/EEC, Directive No. 92/90/EEC, Directive No. 92/105/EEC, Directive No. 93/50/EC, Directive No. 93/51/EC, Directive No. 98/22/CE, Directive No. 2000/29/CE, Directive No. 2001/32/CE, Directive No. 2004/103/CE, Directive No. 2004/105/EC. The Decree-Law rules on phytosanitary inspectors role and functions, and on the production, circulation and import of vegetables, vegetable products and other produtcs. Particular attention is devoted to the national registry of protected zones, and to the requirements necessary for issuing phytosanitary passport and certificates. Annexes I-VI provide lists and classifications of: harmful organisms, prohibited vegetables and vegetable products, inspection requirements, protected areas; Annexes VII-X provide phytosanitary certification models and applicable taxes.
