La presente Resolución aprueba el Manual de Procedimientos para la Solicitud, Aprobación, Pago del Productor y Ejecución del Servicio del Programa de Perforación de Pozos Profundos y del Programa de Construcción de Reservorios del Ministerio de Desarrollo Agropecuario (MIDA) de Panamá. La resolución se fundamenta en las facultades de control de la Contraloría General sobre el manejo de fondos públicos y establece que el manual regula cómo deben gestionarse las solicitudes de los productores, la aprobación de los proyectos, el pago del servicio y la ejecución de las obras. El documento se aplica a todas las unidades administrativas del MIDA que intervienen en estos programas.
El manual tiene como objetivo establecer procedimientos y controles para que pequeños productores agropecuarios puedan acceder a servicios de perforación de pozos o construcción de reservorios destinados a asegurar el abastecimiento de agua para actividades agrícolas y pecuarias. Para ello se definen requisitos para los solicitantes, responsabilidades de las distintas dependencias administrativas, mecanismos de control financiero y los pasos operativos del proceso: solicitud del productor, evaluación técnica, aprobación institucional, pago del servicio al MIDA y ejecución de las obras por las unidades técnicas correspondientes.

These Measures aim at supervising and managing river discharge outlets, to control pollutant discharge and protect water ecosystems. It defines responsibilities across government levels, assigns liability to discharge entities, and introduces a classification system (key, simplified, general) to enable differentiated and more efficient oversight.
More specifically, the Measures regulate approval and registration procedures, prohibit outlets in sensitive areas, and requires monitoring, reporting, and maintenance by responsible entities. The Measures mandate systematic inspection, data-driven supervision, emergency response measures, and digital monitoring systems.
In addition, the Measures emphasize accountability, public transparency, and coordinated governance to ensure effective pollution control and continuous improvement of water environmental quality.

This Order establishes a strategic framework for the development of the wine sector for the period 2026-2030 and assigns responsibilities for its implementation to the competent national authorities. It provides that the Ministry responsible for agriculture organizes and coordinates the implementation process, while the National Office of Vine and Wine carries out state policies in the sector, including actions relating to the promotion of wine products and the functioning of the sector.
The framework sets out directions for the development of the sector through measures relating to the organization and operation of the production and processing chain and the promotion of wine products on domestic and external markets. It refers to actions concerning the positioning of products, the functioning of the sector across different stages, and the involvement of stakeholders in the implementation of the established measures.
The document provides for the implementation of measures within a defined timeframe and establishes arrangements for coordination and execution by competent bodies. It includes provisions concerning the promotion of sector products and the operation of the value chain, as well as the implementation of actions in accordance with the framework set out for the period covered.

Mediante esta Resolución se sustituye el item 5 del Anexo I de la Resolución N° 631 1992, relativa a la inscripción de variedades en el Registro Nacional de la Propiedad de Cultivares. La disposición reemplazada se refiere al procedimiento a seguir si, luego del examen, la variedad cuya inscripción se intenta resulta efectivamente diferente. El Instituto Nacional de Semillas comunicará al solicitante que éste deberá publicar a su costo un aviso de “Fundamentación de la Diferenciabilidad de la Variedad” en el Boletín Oficial.

This Ministerial Order approves the official regulations establishing the rules and conditions for planting new entrepreneurial vineyards or executing the restoration and renewal of existing ones. The framework applies to any physical or legal entity intending to engage in these cultivation activities. The regulations mandate that planting, restoration, or renewal operations are permitted exclusively on the basis of prior written consent issued by the LEPL National Wine Agency. To secure this mandatory authorization, applicants must submit a formal request accompanied by proof of land ownership or usage rights, cadastral mapping, a completed agro-technical questionnaire, and a procurement contract or invoice for verified seedlings from a qualified nursery. Additionally, applications for new vineyard establishments must include soil field and laboratory analysis results verifying specific biochemical and physical parameters.
The National Wine Agency is legally required to review submitted documentation and issue its administrative decision, with a provision granting applicants a set timeframe to rectify any identified clerical or evidentiary deficiencies. Following the completion of cultivation or renewal measures, the land operator must submit written notification to initiate mandatory field monitoring via global positioning systems to verify compliance. Failure to obtain prior official consent results in the systematic denial of registration within the national cadastre database, and any grape harvests derived from such unapproved vineyard plots are legally prohibited from being utilized for winemaking purposes.

This Ministerial Order approves rules establishing mandatory stages, procedures, and retention timelines for digital data processed within the integrated administration and control system. The regulation applies comprehensive data retention schedules across interconnected databases, including the farm registry, the land plot identification system, the funding platform, and the animal identification database. It outlines three distinct phases for data lifecycle management, namely the active, post-termination, and archival stages, while mandating technical protocols to ensure data integrity, confidentiality, and access controls.
The rules regulate the duration database entries remain active during an entity's operations, the duration they are kept in a restricted-access mode following the cessation of activities to handle legal disputes or audits, and the criteria for transferring files to long-term archiving. It establishes the mandatory protocols for personal data processing within these systems, outlining the requirements for data minimization, pseudonymization, or depersonalization. Additionally, it regulates the lifecycles of transactional access logs, financial and analytical documentation, and registration tracking records for individual livestock and holdings.

This Resolution establishes the amendment of Article 3 of Resolution No. 7/2021 of 25 January, already amended by Resolution No. 90/2022, of 11 October, which approves the programme for the tourism and environmental enhancement of rural villages. New article 3 establishes that the programme for the promotion of tourism and the environment in rural villages will run for six years and three months, with annual planning of interventions.

This Presidential Decree approves the Regulation of the Coordinated Border Management Committee. The Regulation establishes the rules for the organisation and functioning of the Coordinated Border Management Committee (CGCF), aimed to promote institutional and operational coordination between the competent bodies at the border, facilitating trade, strengthening the prevention, suppression and combating of border infringements, ensuring the maximisation of revenue collection, the protection of society and the strengthening of internal security. It applies to all competent entities involved in land, sea, air, river and lake borders, responsible for migration, customs, health, phytosanitary, police and other missions.

This Miinisterial Order establishes the rules, procedures, and documentary and technical requirements applicable to the Transport and Export of Mineral Samples collected in the course of Mining Activities. It applies to all Mining Rights Holders and other entities authorised under the Mining Code to hold, transport and export Mineral Samples for laboratory testing and metallurgical analysis during the prospecting, research, evaluation and exploration phases. Mineral Samples are considered non-commercial materials, strictly limited to the minimum quantities reasonably necessary for the intended testing and analysis purposes, and any subsequent use or disposal must comply with this Order and the Mining Code, approved by Law No. 12/2021 of 30 June 2021.

This Resolution determines the promotion of studies for the expansion and modernisation of the Port of Praia, with a view to defining technical, economic, financial, environmental and institutional solutions that ensure its sustainable and competitive development. This Law establishes, nationwide, the Golden July (Julho Dourado) campaign, to be held annually during the month of July, with a view to promoting the health of domestic and stray animals and preventing zoonoses. The objectives of the campaign include, among others: promoting actions to provide quality of life for domestic and stray animals; promoting lectures, seminars, mobilizations and other activities to raise public awareness about the importance of preventive measures against zoonoses and educating the public on the care of domestic and stray animals; promoting the adoption of abandoned animals; contributing to the improvement of indicators related to the health of domestic and stray animals; increasing the effectiveness of actions directed at the health of domestic and stray animals through integration between the population, public and private bodies and non-governmental organizations that work in the area of animal welfare; and disseminating the principles contained in the Universal Declaration of Animal Rights of the United Nations Educational, Scientific and Cultural Organization (UNESCO).

This Council of Ministers Resolution approves the Strategy for Increasing Sustainable Cereal Production in Portugal for the period 2025-2030, known as +Cereals Strategy. The Strategy aims to strengthen national food sovereignty by reducing Portugal’s structural dependence on cereal imports. In a context of global market instability, rising production costs, and heightened geopolitical tensions, the strategy seeks to reverse the long‑term decline in national cereal cultivation. Its first strategic objective, +Yield, focuses on boosting the competitiveness and profitability of cereal production through higher productivity, lower production and energy costs, and improved economic conditions for farmers. The strategy promotes the adoption of efficient farming methods and investment instruments that support income stability and ensure environmental sustainability. The second strategic objective, +Organization, emphasizes the need for stronger structural coordination across the cereal value chain. It aims to enhance the role of producer organizations, foster economies of scale, and improve risk‑management mechanisms, including mutualism and agricultural insurance. Organizational strengthening also includes encouraging the adoption of digital and precision agriculture, improving contractual relationships between producers and industry, and promoting market transparency.
By reinforcing interprofessional structures, the strategy seeks to stabilize supply chains, improve negotiation power for farmers, and harmonize actions across the entire sector. The third strategic objective, +Resilience, addresses the growing vulnerability of Portuguese agriculture to climate change, water scarcity, and external shocks. Measures focus on improving water‑storage capacity, ensuring efficient use of natural resources, fostering biotechnological innovation, and strengthening adaptation to climate impacts. This objective is supported by a transversal pillar, +Knowledge, which promotes innovation, research, digital transformation, and data‑driven decision‑making. By investing in technology, meteorological information systems, and knowledge transfer, the strategy aims to create a more robust, sustainable, and adaptive cereal sector capable of ensuring long‑term national food security.
