La presente Resolución aprueba el Manual de Procedimientos para la Solicitud, Aprobación, Pago del Productor y Ejecución del Servicio del Programa de Perforación de Pozos Profundos y del Programa de Construcción de Reservorios del Ministerio de Desarrollo Agropecuario (MIDA) de Panamá. La resolución se fundamenta en las facultades de control de la Contraloría General sobre el manejo de fondos públicos y establece que el manual regula cómo deben gestionarse las solicitudes de los productores, la aprobación de los proyectos, el pago del servicio y la ejecución de las obras. El documento se aplica a todas las unidades administrativas del MIDA que intervienen en estos programas.
El manual tiene como objetivo establecer procedimientos y controles para que pequeños productores agropecuarios puedan acceder a servicios de perforación de pozos o construcción de reservorios destinados a asegurar el abastecimiento de agua para actividades agrícolas y pecuarias. Para ello se definen requisitos para los solicitantes, responsabilidades de las distintas dependencias administrativas, mecanismos de control financiero y los pasos operativos del proceso: solicitud del productor, evaluación técnica, aprobación institucional, pago del servicio al MIDA y ejecución de las obras por las unidades técnicas correspondientes.

The third strategic objective, +Resilience, addresses the growing vulnerability of Portuguese agriculture to climate change, water scarcity, and external shocks.
