Abstract
This Act provides for zoning of flood plains and regulation of activities in the flood plain zones. Chapter II establishes the Flood Zoning Authority (Authority) and lays down its functions and powers. Chapter III gives the power to the state government for survey of flood plains of rivers by the Authority. Chapter IV lays down the procedure for notification and demarcation of flood plain zones. Chapter V gives the power to the Authority, to restrict the activities in the flood plain zone, in the interest of public health, safety, protection of property or reducing the inconvenience to the general public. The penalties for contravention of any restrictions imposed are laid down. Chapter VI provides for removal of any unauthorized obstruction by any owner of land upon directions of the Authority.

This Presidential Order updates the Multisectoral Commission for the Prevention and Combating of Child Labour in Angola and extends the implementation of the National Action Plan for the Eradication of Child Labour (PANETI) for the biennium 2026–2027. It aims to ensure continuity and consolidation of strategic actions for the protection of children's rights, aligned with the 2030 Agenda for Sustainable Development. The Commission is composed of several ministries, including agriculture, health, education, social protection, justice, and industry, reflecting a cross-sectoral governance approach. The Commission is mandated to propose and revise national plans, monitor their implementation, evaluate results, and suggest improvements. It also oversees compliance with key ILO Conventions (Nos. 138 and 182) on minimum working age and worst forms of child labour. A Technical Support Group (GTAPETI) assists in operational monitoring and reporting, including the preparation of annual reports.

This Executive Decree establishes the Social Support Fund of the National Agency for Petroleum, Gas and Biofuels (FS‑ANPG) in Angola and approves its regulatory framework. The Fund is created to improve the social welfare and working conditions of the Agency’s personnel, including support for housing, mobility, transport, and other complementary social benefits. The Fund is a non-profit, solidarity-based mechanism, financed through institutional revenues, workers’ contributions, and other financial sources, with the aim of enhancing labour stability, productivity, and staff well-being. The Regulation defines the Fund’s functioning, beneficiaries, financing mechanisms, management structure, and accountability procedures. It establishes governance bodies such as a management committee and audit structures, sets out eligibility criteria for workers, and provides rules for allocation of resources, including interest-free support measures. The Fund operates with annual work programmes and reporting obligations, ensuring oversight by the Agency’s administration and internal and external auditing mechanisms.

This Decree-Law approves the Statutes of the Climate and Environmental Fund of Cabo Verde (FCA), a public interest entity established as a single-shareholder company with administrative, financial and patrimonial autonomy. The FCA operates as a non-profit financial mechanism designed to support climate and environmental action in Cabo Verde, aligned with national legislation, international agreements, including climate conventions, and global good practices in climate finance. Its mandate includes mobilizing resources, establishing partnerships, and financing projects that contribute to climate mitigation, adaptation, environmental conservation and sustainable development, in line with the country’s commitments under the Paris Agreement and biodiversity frameworks. The Fund finances and supports projects across multiple sectors through a range of instruments (grants, concessional loans, co-financing, guarantees), prioritizing initiatives that reduce greenhouse gas emissions, enhance carbon sequestration, promote biodiversity conservation, and improve access to water and climate resilience. It explicitly promotes the green and blue economy, including renewable energy, energy efficiency, sustainable agriculture, ecotourism, fisheries, and coastal resilience. The Statutes establish detailed governance structures, accountability mechanisms, ESG safeguards, risk management systems, and monitoring and evaluation frameworks to ensure transparency, environmental integrity, and sustainable impact.

Abstract
This Resolution approves the Action Plan for the Conservation of Seabirds of Cabo Verde (2026–2031), a strategic instrument aimed at ensuring the long-term conservation of seabird populations and their habitats. The Plan is grounded in scientific evidence and aligned with national biodiversity strategies and international conventions (e.g. CBD, CMS, CITES, Ramsar). It responds to major threats affecting seabirds, including invasive species, illegal capture, bycatch in fisheries, habitat degradation, pollution and climate change, and establishes a coordinated, multi-sectoral framework involving environmental, fisheries, tourism and local authorities. The Plan defines a comprehensive operational framework structured around six strategic axes and six objectives, including: control of invasive species, reduction of illegal capture and bycatch, management of human and environmental pressures, strengthening of research and monitoring, and enhanced institutional coordination and public awareness. It sets measurable targets, monitoring systems, and financing mechanisms, supported by a multi-actor governance structure led by the National Directorate of Environment (DNA). The Plan also includes a detailed monitoring and evaluation system, defining ecological, pressure, response and impact indicators, and ensuring adaptive management over its implementation period.

This Resolution approves the accession of Mozambique to the Convention on Facilitation of International Maritime Traffic (signed in 1965), including its amendments. The Convention aims to simplify and reduce to a minimum the formalities, documentary requirements and procedures applied to ships engaged in international voyages at arrival, during their stay, and at departure. It establishes obligations for States to cooperate in facilitating maritime traffic, standardizing administrative procedures, and avoiding unnecessary delays affecting vessels, passengers, cargo, and crew. The Convention and its Annex set out detailed rules on documentation, port procedures, customs and immigration requirements, and health controls, including the use of standardized declarations (e.g. general declaration, cargo declaration, crew and passenger lists). It also provides for measures to facilitate cargo clearance, reduce administrative burdens, ensure public health safeguards (including prevention of diseases affecting humans, animals and plants), and promote international cooperation in maritime transport operations.

Por la presente Ley se crea el Programa de Promoción del Cultivo y Comercialización del Café con el objeto de impulsar la incorporación, desarrollo y fortalecimiento de la cadena productiva cafetera en la Provincia, promoviendo su producción primaria, industrialización, comercialización y el desarrollo de productos y subproductos con valor agregado. Entre los objetivos que el Programa persigue cabe señalar los siguientes: impulsar la investigación científica, técnica y el desarrollo de variedades adaptadas al clima y suelo misioneros; consolidar la identidad productiva y el posicionamiento estratégico del café misionero; promover el asociativismo mediante la creación y fortalecimiento de consorcios, cooperativas, asociaciones del sector y otras formas de organización productiva similares; propiciar prácticas de producción sustentables, agroecológicas y ambientalmente responsables; fortalecer el arraigo rural y la generación de empleo en el ámbito agrario. Asimismo la Ley crea el Registro Provincial de Productores de Café, de inscripción voluntaria.

La Ley N.º 9.708 de la Provincia de Mendoza modifica varios artículos de la Ley N.º 6.817, que declara de interés provincial la apicultura y reconoce a la abeja como bien social. La reforma busca actualizar el marco normativo de la actividad apícola, incorporando criterios productivos, sanitarios y tecnológicos que respondan a la evolución del sector. En particular, se redefinen los objetivos de la ley para fortalecer el desarrollo integral de la apicultura, promoviendo la planificación territorial basada en la capacidad de carga ambiental, la trazabilidad sanitaria y la coexistencia de sistemas productivos. Asimismo, se refuerzan acciones orientadas a la sanidad apícola, el control de subespecies agresivas, la mejora de la calidad de la miel, la investigación científica y la cooperación institucional.

Por medio de esta Ley la Provincia crea la distinción denominada "Reconocimiento ECO Misiones", con la finalidad de distinguir las buenas prácticas amigables con el ambiente, efectuadas por las empresas, instituciones, organizaciones y emprendedores provinciales. La ley entiende por buenas prácticas amigables con el ambiente a las acciones innovadoras que contribuyan a la consecución de alguno de los Objetivos de Desarrollo Sostenible (ODS) de Naciones Unidas. Los objetivos del Reconocimiento ECO Misiones son por ende: a) reconocer e impulsar proyectos innovadores orientados a alcanzar los ODS; b) incentivar e inspirar a las empresas industriales, mercantiles o de prestación de servicios con fines de lucro, organizaciones, instituciones académicas, fundaciones, asociaciones sin ánimo de lucro y emprendedores en la obtención de buenas prácticas ambientales; c) difundir y concientizar la importancia de la Agenda 2030 de la Organización de Naciones Unidas.
