In addition, the policy encourages participatory governance by requiring public consultations in affected coastal regions and by fostering regional forums for dialogue on social and environmental impacts. It also authorizes cooperation with the Union in licensing and environmental monitoring and aligns its implementation with the state’s long-term strategic development plan (PEDES 2024/2031).

These Measures for the Recognition of Grain Emergency Support Enterprises are issued by China’s National Food and Strategic Reserves Administration for identifying and managing enterprises responsible for supporting grain emergency response and supply security. The Measures aim to strengthen the national grain emergency support system, ensure food security during emergencies, and standardize the selection and management of enterprises undertaking emergency storage, processing, transportation, distribution, and supply tasks.
Five categories of emergency support enterprises are recognized, including storage and transport enterprises, processing enterprises, distribution centres, supply outlets, and comprehensive support centres. The Measures establish qualification criteria relating to legal compliance, food safety, environmental protection, production safety, operational capacity, and emergency response capability. They prescribe procedures for application, review, field verification, public disclosure, inclusion in and removal from official enterprise lists, and dynamic management. Recognized enterprises are required to participate in emergency supply operations, emergency drills, and government-directed mobilization during grain emergencies. The Measures also provide for information reporting, supervision, financial and policy support, compensation mechanisms, and the creation of emergency “green channels” to facilitate rapid grain supply during crises.

Asimismo, la resolución establece condiciones específicas de certificación, control sanitario y cuarentena que deben cumplirse antes, durante y después de la importación. Entre estas medidas se incluyen la exigencia de certificados sanitarios oficiales, la verificación del estado de salud de los animales mediante pruebas diagnósticas, periodos de aislamiento bajo supervisión veterinaria, y controles de transporte y embarque. También se prevé la aplicación de cuarentenas post-ingreso en el Perú y la obligación de cumplir con normas internacionales como las de la CITES cuando se trate de especies amenazadas. En conjunto, la norma busca asegurar un comercio internacional seguro de animales vivos, protegiendo al mismo tiempo la sanidad y la biodiversidad.
