Law on seeds, planting material and recognition of agricultural plant varieties.

This Law here regulates the production, placing on the market and import of agricultural reproduction material of certain groups of plants (cereals, fodder plants, turnips, vegetable species, potatoes, oilseeds and yarn plants, vines, fruit species and ornamental plants), production of seeds from agricultural holdings, recognition of agricultural plant varieties, registration of agricultural plant varieties in variety lists, maintenance of agricultural plant varieties, competence of individual bodies in the affairs of this Act and regulations adopted on the basis of this Act, inspection supervision, as well as other issues of importance for the implementation of a unified system of agricultural seed production and nursery production (seed and planting material used for the production of agricultural plants). Connection with European Union regulations is listed in article 2. The competent bodies for the implementation of the provisions of this Law and the regulations adopted on the basis of the same are the Ministry, the Agency and the state administration body responsible for agricultural and phytosanitary inspection. For the implementation of this Act, the Ministry performs the following duties and tasks: prepares draft regulations in the field of seed production and nurseries; establishes and manages the Register of authorized and reference laboratories for quality control of agricultural reproductive material; cooperates with other services, state bodies and organizations in the field of seed production and nurseries in the country and abroad; performs tasks related to the participation of the Republic of Croatia in international bodies and organizations in the field of seed production and nurseries; proposes to the Government of the Republic of Croatia programs and strategies necessary for the improvement of seed production and nurseries; provides the necessary assistance to experts from the European Commission and other EU Member States who are carrying out checks to ensure that the uniform application of the production and placing on the market of agricultural reproductive material is ensured; makes decisions within its jurisdiction; resolves appeals filed against the Agency's decisions.
